Director of Community Services Municipal District of Taber, AB The Municipal District of Taber (MDT) () is located approximately 30 minutes east of Lethbridge, and just over one hour west of Medicine Hat on Highway 3 in south-central Alberta. The population of the MD is nearly 7,500 residents, and there are five hamlets within the MD including Grassy Lake, Hays, Enchant, Johnson’s Addition, and Purple Springs. The urban municipalities that fall within our borders include the Town of Taber, the Town of Vauxhall, and the Village of Barnwell. The dominant employment sector in the area is agriculture and agricultural services, however the MDT offers an abundance of additional opportunities and lifestyle activities for residents and visitors alike to enjoy year-round. The Director of Community Services reports to the CAO, and is responsible for overseeing land use planning and development, municipal lands and leases, economic development, Fire and Emergency Services, and the municipal enforcement Program. The Director of Community Services ensures daily department activities and future plans are in alignment pliance with the Municipal Government Act, Provincial legislation, Council-approved bylaws, policies and the municipality’s strategic priorities. As an integral member of the municipal Senior Leadership Team, the Director of Community Services is a results-oriented individual who uses a high level of diplomacy, tact, and judgment to assist in strategic and long-term decision-making in order to create and maintain a unified team approach in relation to the provision of essential and important public services to the municipality. Manages Manager Lands, Planning, and Development Community Services Coordinator Municipal Enforcement Services Regional Fire Chief/Regional DEM Economic Development Program Key Responsibilities • Provide input and mendations to the CAO, Senior Leadership Team and Council regarding municipal strategic planning and implementation, policies and programs, issue resolution, procedural and other management, and operational matters. • Manage all Community Services functions, establishing effective systems, procedures, controls and checks and balances; ensure a balanced portfolio of service offerings and make mendation for improvements. • Oversee and review department activities related to land use planning including Municipal Development Plans (MDPs), Land Use Bylaws (LUBs), and Inter-municipal Development Plans (IDPs) according to relevant bylaws/legislation. • Provide direction regarding economic planning and development initiatives in addition to corresponding munication strategies. • Oversee the municipal enforcement program and functions by coordinating with the police of jurisdiction and any other relevant agencies/shared services initiatives. • Work closely with the Regional Director of Emergency Management (DEM) to support the municipality’s Emergency Response Plan. • Assist with softs Recreation Services (munity liaison and relevant feasibility studies) as the strategic priorities for recreation evolve within the municipality. • Attend and present at Council, committee or external agency meetings as required. • Conduct research relative to bylaws and polices to ensure the municipality is up-to-date and ensure reports are factual, informative, prehensive. • Respond appropriately to public inquires and concerns brought forward from citizens, developers, government agencies and other stakeholders. • Liaise with legal counsel as needed regarding bylaw and policy matters, risk management and litigation. • Develop department operating/capital budgets and long-range budgets subject to approval that align with the goals and objectives of the Community Services Department and the municipal strategic priorities. • Establish and maintain contracts munity groups, businesses, and consultants. • Create and maintain positive inter-municipal relationships. • Provide a liaison role for Family and Community Support Services requisition. • Train, mentor, and support department staff to ensure their success and professional growth; conduct performance reviews on an annual basis. • Actively participate in the municipality’s Health and Safety Program and assist to construct a positive culture where health and safety are prioritized. • Perform additional related duties as assigned by the CAO. Requirements and Skills Needed • A post-secondary degree in Public or Business Administration enhanced by pletion of courses in local government and leadership. Other binations of education and training may be considered. • Extensive experience at a senior leadership level managing a multi-faceted operation; a minimum of 5 years and in municipal government is preferred. • Knowledge and experience with respect to land use planning, strategic planning, organizational processes and systems, government relations and policy analysis. • A solid understanding and experience in Municipal Emergency Management, supported by ICS Level 300 training (or willingness to obtain such). • Strong leadership skills, including the ability to provide staff with vision and motivational direction in obtaining clearly defined goals. • munication, presentation and analytical skills are essential, as is the ability to contribute to a team environment. • A valid class 5 Alberta Drivers Licence in good standing. • puter skills and proficiency with Microsoft Office applications; experience with GIS Software is considered an asset. • Provide or obtain qualifications to participate in the municipality’s Emergency Coordination Centre (EOC), within six months of employment, subject to training opportunities. Working Conditions • Office and occasionally field environment. • Workloads at various times may require attendance in the office beyond regular hours. • Attendance at occasional evening and weekend meetings and functions is required.
